Public bug reported:

Please Merge libversion-perl 1:0.8200-1 (universe) from Debian unstable
(main)

Explanation of FeatureFreeze exception:
libversion-perl has been reintroduced in Debian because the version provided by
the perl package is not recent enough and only perl 5.12 would provide a recent
enough version.
The following packages are right now depwaiting because of the version of
libversion-perl:
- libcpan-meta-perl (also libdist-zilla-perl that build depends on
libcpan-meta-perl)
- libmoosex-types-perl-perl

The package needs to be adapted to build (change locales-all build dependency to
localed).
It installs fine and when installed, allows libcpan-meta-perl to be compiled.

All changelog entries (since latest Ubuntu version = 1:0.7400-1ubuntu1):

libversion-perl (1:0.8200-1) unstable; urgency=low

  * Re-introduce to Debian again. (Closes: #583395)
  * Packaged from scratch, only debian/changelog taken from old package.
    This means that the old Uploaders field is gone as well.
