I think this problem doesn't affect xpdf now, but still valid in
evince/okular since they need poppler-data to be installed. We are now
waiting for MIR of poppler-data and so we can install them as a part of
language support.

Marking Invalid for xpdf-chinese-traditional and xpdf-chinese-
simplified, and ubuntu-translation bug task should be left Triaged.
