An update, and a step backwards.
I recently had to reinstall Kubuntu Lucid, which I did from a Shipit CD.
I now have a later kernel and an updated version of Lucid.

In testing various shutdown processes, with the intent of ending with a
powered off state, all mechanisms brought my machine to a "halt" with
the only option being to press the power switch, and alt/sysrq/REISUO
now not working.
>From KDE desktop:
K->Leave->Shutdown
or
right click->Leave->Logout plus ctl/alt/del
>From a konsole:
sudo shutdown -h now ("halt" as expected)
or
sudo shutdown -P now
Different, but still not acceptable.
