This bug was fixed in the package langpack-locales - 2.13+git20100825-1

---------------
langpack-locales (2.13+git20100825-1) maverick; urgency=low

  * Update to current upstream glibc git head localedata.
  * Add debian/patches/ubuntu-ru_RU-daymonthnames.patch: Russian month names
    are written in lower case, and weekday names are usually abbreviated in
    two-letter form. Thanks Alexey Balmashnov! (LP: #124987)
  * Drop debian-fr_BE-first_weekday.diff, applied upstream.
  * Refresh patches to apply to new upstream version.
  * debian/control: Bump Standards-Version to 3.9.1 (no changes necessary).
