Public bug reported:
To get to any real mention of LoCo teams you have to go through to
"Community" then "Local Language Support" then "Full List of Loco Teams"
which points at https://wiki.ubuntu.com/LoCoTeamList . This would be
promoted on the Community page of the support part and would probably
be best pointing at the loco directory at http://loco.ubuntu.com/
