AFAIK help files for OpenOffice.org are installed by default. And in
fact, it doesn't say anything, just suggests that OpenOffice.org help
system has something to say. I don't see anything wrong with that as
long it is useful and provides tips/help info for common user.

Clippy was annoying for it's questions, so it is not quite in the same
ball park.
