Problem reported is about Firefox, not Software Center.

  I right click on the firefox toolbar. I select Customize Toolbar. The box 
opens with all the available icons. I click an icon and it moves with my mouse. 
I drag it to the location on the toolbar bar and I un-click and drop the icon. 
The icon returns to the location from where I originally got it immediately.
  The toolbar should show a line under a new incoming icon to show the new 
location you are choosing. This line does not show.
