Thank you for opening this bug and helping make Ubuntu better. I am
unsure where, exactly, the problem is, but it really does not sounds
like an infinite loop, but rather as a wait.

You can try to run dpkg directly on what seems to be the problem package
(libdbi0):

cd /var/cache/apt/archive
ls libdbi0*

then select the most update of them (say, 0.8.3-0ubuntu1), and try to
install it:

sudo dpkg -i /var/cache/apt/archives/libdbi0_0.8.3-0ubuntu1_i386.deb

Then please post the results here.

p.s.1. Of course, you are free to switch to any other Linux distribution
you wish to. Just please be aware that all of them (unless you pay for
support) are supported by volunteers. Threatening to switch because you
got no response after one day of a bug open will not make volunteers
willing to help.

p.s.2. Although I am tending to transform this bug into a question (this
sounds like a support problem, not as a bug in apt or dpkg), I will wait
for your answer.
