I can confirm this is same issue in ubuntu lucid with deluge-gtk 1.2.2-2 (version in official repository).
But now it seems to be fixed in latest deluge stable from ppa, everything works fine for me in latest version from ppa. 1.2.3+git20100701.131af5a-2~lucid~ppa1 I think deluge in ubuntu repository must be upgraded to this version of deluge to get it working fine.
