I think that ubiquity and oem-config should set the gconf key:
/apps/indicator-session/suppress_logout_menuitem
To true. That way it wouldn't be there. In the no gnome-session case
it's supposed to talk to ConsoleKit, though I'm usure why that wouldn't
work.
