I get the kworker wakeups as well, although they are not always higher than the load balancing tick - I found if I left things alone they dropped much lower.
The most interesting thing for me was that applying the load-balancing patches to 2.6.35 saved 1-2 W in the estimated ACPI power usage, and I get that drop in 2.6.36 without having to apply patches.
