I have the same problem with 9.10: I always have to run sudo /etc/init.d/cups restart
after boot to have access to the printers. I've read https://bugs.launchpad.net/ubuntu/+source/upstart/+bug/543506 but do not understand. Could anybody tell me what I have to do? Is there a solution to this problem?
