No it doesn't. I have the package installed, and it's not present (at
least not in a sensible place, since "which googletalk-call" returns
nothing) I have run "dpkg-reconfigure kdenetwork" and that didn't change
the situation. Neither did uninstalling and re-installing. It seems
either there has been some regression in the latest maverick version, if
the i386 package was fixed correctly.
