There's no need to install non-free software, as comment 9 suggests (i.e. ubuntu-restricted-extras). I tried this on Ubuntu 9.10 and the only package I needed to install was gstreamer0.10-plugins-ugly. That installs the necessary Gstreamer-Uri-Sources and pulls in the needed codecs (for MPEG en AC-3) and DVD libraries.
After installing that, the error doesn't pop up anymore when I insert a "Revolution OS" DVD (no CSS restriction). Instead it pops up a dialog "Search for suitable plugin?", but if I click Cancel then video and audio start playing. No DVD navigation, but that's an other matter.
