Thanks for your bug report! The way apt is packaged, it suggests dpkg-
dev for this mode of operation:
$ dpkg -s apt | grep Suggests
Suggests: aptitude | synaptic | wajig, dpkg-dev, apt-doc, bzip2, lzma,
python-apt
Hence I will mark this bug invalid, but thanks again for your report!
