I can't reproduce this either, several fresh installs of Lucid have a
working bash autocompletion.

This is with new user accounts, and the autocompletion feature is
enabled in $HOME/.bashrc. It is disabled in /etc/bash.bashrc. Thus this
might be a problem for existing user accounts without autocompletion
enabled in $HOME/.bashrc.

IMHO disabling autocompletion in the system wide /etc/bash.bashrc file
is good, because otherwise it can't be easily disabled for some user
accounts.
