I saw output of `dpkg -l` on lucid and check
http://packages.ubuntu.com/search?keywords=gnome-user-guide , then
I found the launguage in parens only jaunty, and not found karmic and later.
e.g.
* jaunty (gnome): GNOME user's guide (English)
2.26.0+svn20090323ubuntu5: all
* karmic (gnome): GNOME user's guide () [universe]
2.28.0+git20090921ubuntu2: all
* lucid (gnome): GNOME user's guide ()
2.30.0+git20100403ubuntu2: all
* maverick (gnome): GNOME user's guide ()
2.30.0+git20100403ubuntu2: all
