Thanks for pointing me to this quick workaround "jcervilla", on my system it worked only after I disabled KMS via kernel parameter (I don't know why the original method using "/etc/modprobe.d/radeon-kms.conf" didn't have any effect on my laptop.). In "/etc/default/grub" I added: GRUB_CMDLINE_LINUX="radeon.modeset=0". Than I updated grub (sudo update- grub) and after the restart external monitor stopped flickering (Also I was able to set the appropriate resolutions on both displays).
