You seem to have the firmware loaded on that device--the "Dell 5620" Gobi 2000 
device should show up in lsusb as:
  413c:8185 (Dell Gobi 2000 QDL device)
-and-
  413c:8186 (Dell Gobi 2000 Modem Device)
before the firmware is loaded. Once the firmware is loaded, the device will 
come up as 413c:8186 and 413c:8187.

In #129, Darren states that /lib/udev/rules.d/60-gobi.rules does contain a rule 
for the Dell device:
  ATTRS{idVendor}=="413c", ATTRS{idProduct}=="8185", RUN+="gobi_loader -2000 
$env{DEVNAME} /lib/firmware/gobi"

Not sure what your problem is here. Do you have correct firmware? Do you need 
to do:
  rfkill unblock wwan
maybe?
