Public bug reported:

KDE Kicker's Quick Launch applet with the option to "add/remove applications 
based on their popularities" unchecked still doing it (adding applications to 
itself).
This happens when (after use some applications with - even very few - 
frequency, if your system - or user - is new) the user deletes one or more 
applications from his Quick Launch applet's ones. Then, another one from the 
ones he used will appear.

Here's a test I've made while writing this: I created and logged in as a
whole new user and added Quick Launch to kicker. I launched a few apps.
Then, I removed one app from Quick Launch (which started with 5 default
items from kde) and it added two of these apps. Then, I removed another
one and a third one appeared. I removed it and Quick Launch kept 5
items. Then I launched another app (different from the other ones - but
later I did it with some already opened with the same result) and
removed other from Quick Launch and the new app was inserted.

Tested in kubuntu edgy and dapper (not tested in feisty yet).
