I have had this problem and was forced to correct it by manually editting ~/.purple/prefs.xml when pidgin was not running. The element "/"->pidgin->blist->list_visible was set to 0 when I was unable to have the buddy list appear, after closing the buddy list window. The problem may not be a bug, but instead a feature, though it is not entirely user- friendly.
