The nividia-legacy driver doesn't support desktop-effects, so that is the expected behavior. If you have one of the cards which support has been dropped on the latest update, you can install the driver 9631, (which will be in Feisty), as you can see in Bug #96430.
Martin, maybe the message can be more explicit, and if the driver is the nvidia-legacy, say that driver doesn't support the effects.
