Public bug reported:

Binary package hint: compiz-fusion-plugins-extra

So I open compizconfig-settings-manager, and click on "widgets layer." I
have a widget layer set up to trigger on one of my multimedia keys, and
automatically place gnome-terminal there. In compizconfig-settings-
manager, that's what the settings indicate. Interestingly, however,
compiz only seems to be responding to its default values for this
plugin: it triggers the widget layer on F9, and doesn't automatically
map my terminal to the layer. Changing the values in csm doesn't seem to
have any effect: the plugin still behaves according to its default
settings. Enable/disable works for this plugin, but not changing the
settings. Other plugins behave as expected.

To reproduce:

1) open compizconfig-settings-manager, click on "widgets layer"
2) Set keybindings for widgets layer to something else
3) Note how the widgets layer is still only being triggered by F9, its default
keybinding
