1. removing them only helps for a while. We use an autogenerated
printers.conf, which is distributed to the clients and then cups is
restarted to take the new config in use (has some ~500 queues in it)

2. this still happens on new installations, we don't upgrade machines
from a distro version to another.. so I doubt it would make a
difference?
