Public bug reported:

At least one documentclass in the texlive-publishers package, the
American Psychological Association format (apa.cls), has a dependency on
a citation format (apacite.sty) that is only available in the texlive-
bibtex-extra package.

texlive-publishers' debian/control should at the very least have a
Recommends entry for the texlive-bibtex-extra package, or probably
better still have a direct Depends entry for it.
