I test this issue again with new daily build (13 September) of Ubuntu.
Installation launched in LiveCD mode - Internet connection is definitely
working (I check twice it using Firefox - before installation and while
installtion).
When installation is completed and system boot up I not see any localization.
I sure Kubuntu have exactly same ubiquity now (in Maverick release), and
then still have same problem.
