I think now that this wasn't so much a bug as user error. I had deleted a whole lot of stuff in hidden folders when replacing Hardy with Lucid, and probably something necessary got lost in the process.
I ended up reinstalling wine and if I recall correctly, it found the menus for existing software when I did that. It was quite some time ago, so I don't remember exactly. All I know is that I've had no problems of that sort since then.
