Please check the permissions and the /etc/ocsinventory/ocsreports.conf
file
$ file /etc/apache2/conf.d/ocsreports.conf
/etc/apache2/conf.d/ocsreports.conf: symbolic link to
'/etc/ocsinventory/ocsreports.conf'
<Files install.php>
Order deny,allow
Deny from all
</Files>
Maybe you should try changing that to
<Files install.php>
Order allow,deny
Allow from all
</Files>
