Licenses are not translatable because of the legal implications of
getting the wording wrong. We leave those in English.
>From the others which you cite, the only that is actually used is
contributors.xml as far as I know. It is quite difficult for us to
translate under the current toolchain, and given that it is a list of
names, it is probably not particularly important to do so. However, I'll
leave the bug open for now so that we can think about it.
