Hmm...perl still exists in all versions of ubuntu
(http://packages.ubuntu.com/edgy/perl/perl).
It sounds to me as though you've managed to install packages which
conflict with perl, but not with perl-base. What happens when you run
'sudo apt-get install perl'?
