Public bug reported:

If I start my computer without the ethernet cable plugged in, network-
manager will not detect eth0 when I do plug it in.  I've tried to ifdown
eth0, then ifup it again, and it tells me that there were no DHCP
offers.

When I start it with it plugged in, however, it finds it fine.  I have
all the newest updates.  Everything worked fine in edgy.
