the bug is in light-themes. editing the gtkrc file worked for me
- gtk-icon-sizes = "panel-menu=22,22:gtk-button=16,16"
+ gtk-icon-sizes = "panel-foobar=22,22:panel-menu=22,22:gtk-button=16,16"
