In particular, I explained that the character set should be described within the HTML file exclusively. If the character set of a HTML file is defined by MIME in a HTTP, SMTP or whatever envelope, then Thunderbird must transfer that information within the file when it stores that file to disk. Neither Thunderbird nor Firefox do that.
