I'd just like to add my 2c worth here and add my support to this proposal. Significant improvements have been made in 0.5 over 0.4, particularly in relation to desktop intergration Gnome HIG compliance and system resource usage.
As Deluge is listed on the forums as a third party application, it is quite likely that new / inexperienced users to Ubuntu looking for 'alternative' bit torrent clients will be attracted to Deluge. In which case easy access to 0.5, based on the above arguments, would result in a much better 'user experience'.
