Binary package hint: upstart
The summary says it all.
Use case: I have several virtual machines on my notebook that I use for
testing. The notebook itself takes on the role of server (smbd/nmbd,
vsftps, ssh) for these virtual machine clients. Apart from this, the
notebook is not intended as server, and keeping these services running
unnecessarily is an avoidable security risk, so I like to just run them
on demand.
