First of all, the approach you suggest is rather backwards. Is it really up to me, the reporter and the one providing the patch, to baby sit the patch and make sure it gets applied? Isn't that the responsibility of the package owner in Ubuntu?
Anyway, gksu patch still not applied and network-admin is also a command that has been removed in Ubuntu.
