no-auto-default doesn't take care of this -- it's only purpose is to not
re-create the Auto eth0 connection when NM starts, since it already
exists.

There's apparently nothing wrong with your config. However, I see that
the ethernet interface is using the r8169 driver.

Are you able to reproduce a case where the interface doesn't go up by
itself? If so, can install the 'ethtool' package and then try, and check
the following two things:

1) the output of 'sudo ethtool eth0'. Please save it to a file and attach it to 
this bug.
2) does the network come back up by itself if you do 'sudo ethtool -s eth0 
autoneg off' ?
