Binary package hint: desktop-effects
it looks like #42641, but I had no maximized window in front.
It looks like it has something to do with Desktop effects. I turned them
off & the screen blanked & refreshed. When all came back, lo & behold I
could move, close, & resize windows again.

[feisty] All windows are appearing in top left hand corner without
