I can confirm that this problem is fixed in Ubuntu 10.04.
ii putty 0.60+2009-11-2 Telnet/SSH client for X
% ldd /usr/bin/putty| grep gtk
libgtk-x11-2.0.so.0 => /usr/lib/libgtk-x11-2.0.so.0 (0x00882000)
