This is not an easy thing to fix in Wine, but it is definitely an issue.

Part of the problem is that Wine has no way of knowing if it is still
the associated context, so it's risky to remove it.  This also explains
how the same wine program can associate itself multiple times (in the
case of uninstalls/multiple wine prefixes or even just the app asking to
be associated more than once)
