I don't see what could be fixed on phpMyAdmin side. As first question
dbconfig-common asks whether you want to configure phpmyadmin using it.
Choosing no works perfectly.
There is no reason to prohibit dbconfig-config usage when no local MySQL
server is not installed as it can work perfectly with remote MySQL
server.
