I'm surprised because reinstallation of Vista from CD rewrite MBR. It's even
main problem with Windows reinstallation!
So I presume you reinstalled from Recovery partition. Could you confirm ?
About having both Recovery partition and Vista partition, it seems there are
two common issues:
1) Only one of them is detected or both are detected, but inverted.
I suspect problem is due to own Windows "dual" boot loading. The boot loader
could be detected but not the two Windows OS (as Recovery is also a Windows
OS!) it is able to launch.
2) After Grub installation, the management of active Windows partition is not
properly managed, and you can need to change which partition is active.
This is not systematic, as I have the same disk configuration and had no
problem with 9.04. PC manufacturer change installed OS and so signature on disk
of OS.
But as I told you, I'm active in answering questions and finding workaround,
not fixing bug. And I will not follow this thread.

To get better understanding of some occurring issues coming from other
users, I need to know if you reinstalled from Recovery partition and not
CD,.
