I reinstalled from the CD.  Grub did list the recovery 
partition only.

I agree, it might be a Windows dual boot issue.  Although 
not systematic, it could be a Windows trend for the future.

I have no idea how to change the active partition... It is 
probably beyond many Linux users as well.  Even just having 
to resintall Windows is a major nightmare that will hurt Ubuntu.

Grub absolutely needs to list even inactive partitions...

Better too many (most people will only have 4: WRecovery, 
WMain, Linux & Swap) than missing one of the main ones.
