Public bug reported:

Binary package hint: update-manager

Update manager fails to install updates from desktop; Running it from
terminal as a "sudo" results in install of any updates it finds. My
guess is for some reason the call to authentication is not being being
called correctly or is not responding to a call.

This is also happening on my system with computer janitor.
