No, removing the packages "network-manager" and "network-manager-gnome" is a workaround for this bug. It's also a workaround for bug #97520, Gaim being unable to autoconnect on startup. Of course it's not a fix for either bug.
I'm using a Fritz!X USB ISDN card, with CAPI4Linux and the fxusb driver, if that is of any interest to you. I'm not using the network-manager applet, because it is of no use to me. I cant use it to start a connection and it doesn't see active connections, anyway. I manually connect using pon and poff (because of bug #85469, dial-on-demand not working in Feisty).
