Jordan, thank you for your interest in this bug. With default configuration not using those settings, the card works only when present during boot. If card is removed and added again, there is an error, and it does not work again.
I confirm success with setting kernel options pciehp_force=1 pciehp_poll_mode=1 ; The card is then working in all configurations of boot when present then remove/add, and boot with card absent and then added after OS fully loaded. Tested on Dell Inspiron 1420N installed with Maverick 10.10 beta (linux- image 2.6.35.22.23) and StarTech EC1394B2 firewire express card.
