With the latest nightly,Transmission 2.04+ (11265), transmission seems to have gotten faster at being able to control the speed. It takes under 1min to bring down the speed.
But it seems to have become over aggressive at controlling the speed, the speed limit was set at 15 , but the speed was quite lower, and the peers were lesser too when speeds got very low.
