I can confirm that this bug still exists in Ubuntu 10.04.1 trying to
install on an HP DL360 G5.
"preseed --owner disk-detect disk-detect/iscsi/enable boolean false" and
"iscsi=false" both fail to prevent the dialog from popping up.
