Public bug reported:
Binary package hint: upstart
Can't switch between runlevels.
"sudo telinit 1" brings me to a console screen telling me that services
such as upstart-udev-bridge and avahi have been stopped but doesn't
bring me to a prompt.
Also, from recovery mode's root prompt or regular shell, after logging
in, "telinit 2" does nothing (Bug #651782)
