I'm marking this bug as Won't fix because I don't really see a benefit
in providing a virtual package that would install all VPN plugins at
once; and no one has responded with a use case to justify it.

This is without counting other issues with this, such as maintainability
as we add new plugins (I can already think of two others that could be
included), or drop plugins if they stop being maintained or useful.
There are also policy issues which may apply, such as having a package
(even if a metapackage) from main to depend on packages in universe.
